Why petrol costs ₹17 more in one Indian city than another — and why gold doesn't

The gap, measured today
On 25 September 2026 we recorded petrol in 54 Indian cities. The cheapest and the dearest were not close:

That is a gap of ₹17.71 a litre — 16.4% of the median price. Filling a 35-litre tank costs ₹620 more in Vijayawada than in Dehradun. For someone burning 600 litres a year, roughly a daily commute on a petrol car, the same driving costs ₹10,626 more simply because of where they live.
Diesel follows the same shape: ₹89.47 in Chandigarh against ₹104.96 in Vijayawada, a ₹15.49 gap. CNG ranges from ₹85.75 to ₹124.75. Even an LPG cylinder swings ₹118.50, from ₹939.50 in Ghaziabad to ₹1,058 in Srinagar.
Averaged by state, the ladder is consistent rather than random:

Why the gap exists
A litre of petrol at the pump is four things stacked on top of each other, and only some of them are the same across India.
The base price is national. Refineries buy crude at international prices and sell to oil marketing companies at rates that do not depend on which state the fuel ends up in.
Central excise duty is national too. Whatever the Centre levies applies identically in Dehradun and Vijayawada.
State tax is not. Each state sets its own VAT or sales tax on fuel, and the spread between the lowest and highest states is wide. This is the single largest reason two pumps 1,500 km apart show different numbers. Some states add a cess on top.
Freight and dealer commission are local. Fuel is trucked from the nearest depot, so a city far from a refinery or a coastal terminal pays more to get it there. This is why prices differ within a state as well — in our data, Madhya Pradesh alone spans ₹114.54 in Bhopal to ₹115.58 in Gwalior.
There is a detail in the third item worth understanding, because it explains why these gaps grow. State tax is usually charged as a percentage, not a fixed amount per litre. When the base price rises, a high-tax state's rupee take rises faster than a low-tax state's. Crude going up does not push every Indian city up by the same amount — it pushes the expensive cities up harder and widens the spread.
Now compare gold
Gold is the opposite case, and the contrast is the useful part.
On the same day, across 96 cities, 24K gold ranged from ₹15,267 to ₹15,282 a gram — a spread of ₹15, or 0.10%. Only four distinct prices appeared in the whole country. Silver had two.
Today was unusually tight, so we checked it properly. Over the 180 days from 28 March to 23 September 2026, the median city-to-city gap in 24K gold was ₹106 a gram, about 0.69% of the price. In the same period gold itself moved from ₹14,812 to ₹15,332 a gram — up ₹520, or ₹5,200 on ten grams.

Petrol varies about 24 times more between Indian cities than gold does.
The reason is the tax structure again, running the other way. Gold is priced off an international benchmark in dollars, converted at one exchange rate, with import duty and GST that are the same in every state. Nothing in that chain is set locally. What little variation remains comes from local bullion association quotes, transport, and how much of a premium a particular market's jewellers are holding — small effects on a large number.
So the two questions people ask are genuinely different questions. "Where is petrol cheaper" has a real answer that can be worth thousands of rupees a year. "Where is gold cheaper" has an answer too, but on a 10-gram purchase the city difference is typically around ₹1,000 — real money, but nothing next to the making charges, and not worth a trip.
What to actually do with this
If you drive near a state border, check both sides. A ₹10+ per litre gap between neighbouring states is common, and on a 35-litre tank that is ₹350 for a detour you were making anyway. Our petrol and diesel pages list every city we track.

If you are buying gold, ignore the city. Compare the making charge, which is a percentage a jeweller chooses and can be 8–25%, against a ₹15 to ₹106 per gram city difference. The making charge is where the money is. Check today's rate for your city so you know the floor, then negotiate everything above it.

Why is petrol cheaper in Delhi than in Noida or Gurgaon? Delhi, Uttar Pradesh and Haryana each set their own VAT, and Delhi's is lower. The pumps are a few kilometres apart but sit in different tax jurisdictions.
